Citizen Soldier # 6 Yaacob Abd. Hamid: ulasan daripada seorang pejuang yang telah melalui lembaran bersejarah dan arus perubahan

Encik Yaacob telah menjelajahi lembaran sejarah negara kita yang akan dikenangi sebagai salah satu detik peralihan iaitu dari Zaman Reformasi hingga Pilihanraya Umum ke-12 pada tanggal 8 March 2008 yang penuh bererti itu.
“Penglibatan aktif ana bermula sebagai seorang ahli biasa Pas Cawangan Batu 4, Gombak sehingga diberi kepercayaan menjawat timbalan ketua cawangan.” ulasan beliau bermula.

“Saya banyak melibatkan diri dalam kempen pilihanraya sejak Zaman Reformasi lagi. Ketika itu, demonstrasi diadakan setiap hari Sabtu dan Ahad. Semasa pilihanraya, kami memang komited dalam mengendalikan bilik gerak. Kami buka lebih awal dan lama daripada pesaing kami. Kami juga menjalankan kerja-kerja lain seperti menaikkan bendera dan sebagainya. Semua ahli Pas bergiat atas dasar ‘suka dan rela’.

“Dalam Pilihanraya Umum ke-12 2008, saya terlibat dengan kempen YB Wee Choo Keong di kawasan Wangsa Maju dan pengalaman paling seronok adalah menjadi ‘emcee’ semasa ceramah. Pada hari mengundi, meskipun dilandai perasaan perit menjaga pusat pengundian di Sekolah Chung Hwa, saya telah dapat merasai perubahan besar akan berlaku pada malam sebelum hari mengundi dan hari mengundi itu sendiri.

“Selepas kemenangan YB Wee Choo Keong di Wangsa Maju, saya telah diberi kepercayaan menjadi Pembantu Khas kepadanya. Ini adalah kejutan besar kerana jarang nampak seorang ahli Pas dapat jadi pembantu kepada seorang Wakil Rakyat bukan Pas dan kami harap ini akan merobohkan prasangka orang Pas tidak boleh bekerja dengan orang bukan Pas.

“Pada mulanya, pusat perkhidmatan Wangsa Maju kelam kabut sedikit kerana para pengundi di sini mengharapkan perubahan drastik ke atas masalah yang melandai mereka selama 10 tahun tetapi setelah kami menerangkan masalah yang kami hadapi sebagai ‘pembangkang majoriti’ di Kuala Lumpur, mereka mulai memahami kedudukan kami yang sebenarnya dan para pengundi selama ini telah memberi kerjasama serta sokongan yang baik. Tidak boleh lupa juga sokongan dan kerja sama daripada pejabat perkhidmatan Pakatan Rakyat lain yang sama-sama berjuang untuk rakyat Malaysia.

“YB Wee adalah seorang Wakil Rakyat yang amat profesional dan setelah bekerja dengan beliau, saya dapat memahami betapa sukarnya bagi beliau melaksanakan tugasnya. <Saya dapat melihat transformasi yang berjaya dilalui oleh Encik Yaacob sebagai seorang pejuang kepada seorang pentadbir; hancurlah tohmahan pihak BN bahawa PR hanya tahu mengkritik sahaja>

“Masalah utama kita adalah sikap birokrasi pihak DBKL tetapi setelah setahun ‘bergelut’ dengan mereka, maka mereka juga memahami tindakan kami yang ‘keras’ dan masalah di Wangsa Maju telah diberi layanan yang sepatutnya. Kini masalah yang tinggal hanyalah bersifat ‘teknikal’ sahaja.

“Selepas penglibatan saya yang hampir 10 tahun, saya dapat rasai rakyat kian matang dan telah menunjukkan kebijaksanaan mereka dalam menilai arus politik yang mereka kehendaki. <Semasa rencana ini ditulis, seorang nenek Cina tua berusia 70 tahun yang dibantu oleh Yaacob memberitahu kami bahawa undinya adalah kepada Dato' Lo Lo> Saya yakin perubahan besar akan berlaku dalam pilihanraya yang akan datang dan saya percaya, KUASA RAKYAT ITU AKAN DIANGKAT.”

Telco dishes in TBR take 2; and a tribute to Mr. Mah Teck Cheong

I got a call last night from Mr. L that DBKL has commenced dismantling all the dishes. When I checked, 1 was down and a sole worker was working on another. It was a joint effort this one. The late Mr. Mah Teck Cheong put up a fantastic piece of research cum protest paper work; Mr. L continued the fight by bringing it onto YB Wee Choo Keong; Mrs. L who proactively wrote to several governing authorities to keep the heat on and also our Member of Parliament who wrote at least twice to DBKL on this matter.

This is a snapshot of work in progress as of noon, 21 May 2009.


Now, the residents and pets in TBR can sleep easy. :-)


My hearts goes to the late Mr. Mah Teck Cheong, a lawyer who had his practice in TBR. I read with my own eyes the fantastic paper work he had compiled; from research done on dangers on electromagnet exposure in United Kindgom, to relevant local and foreign press cuttings, to the relevant sections of by-laws on township planning and construction, to great many appeal letters written to the very top of political and administrative hierarchy that went unheeded. Mr. Mah fought for years and died fighting.

I wanted to know more about Mr. Mah and Mrs. L, who is running one of the businesses in that role of shophouses, told me a few things about him, “he was a hardworking man that worked until late hours. He was helpful, kind and jovial. Whenever we had problems writing letters he would just write it out for us and jokingly asked for RM50 or RM100 but of course, he never took it.”

“As he was dying of cancer and chemotherapy reduced him to a wreck, I remembered him hiding from his visiting mother because he did not want her to see him like that. He would give fake excuses and not let his mother see him. The day he died, he died feeling disappointed with DBKL.”

Must we always wait until someone dies before we take action? I wondered. Can we Malaysians finally learn how to really sediakan payung sebelum hujan? R.I.P. Mr. Mah, I am sorry we were late. A fighter for his communities’ cause, a family man, and a citizen soldier who did his bidding till the last gasp of his breathes. I am so sorry, sir.

Citizen Soldier # 4 Carmen: accidental heroine and loving it


Carmen sat at her desk and worked on diligently as I chatted with the aforementioned characters. I walked across the tiny office space and sat in front of her small but functioning office desk to get her story.

“I wasn’t into politics at all when I graduated last year.” Carmen said. Carmen is a petite, your average girl next door type but I detected a hint of determination and sense of purpose in her calm voice. “I was unemployed and the only vacancy available for me was being an executive secretary at this office. My mother, being a civil servant was uneasy with this and initially objected me from working with DAP.”

“I suppose I am a bit rebellious <aren’t we all when we were young and supple?> so I carried on and I am now a permanent member of the party. I am happy that I did. Now, if you are working for DAP, you don’t talk about earning big money. I am happy here because I get to learn things and get to meet so many people and help solve their problems. I also learn to be thankful as I know there are so many people much worse off than me.”

One thing I sense is the family-like environment between the Yang Berhormats and the rank and file in the office. There is no air of master-servant distinction. As I was talking, ADUN for Temiang, YB Ng Chin Tsai (another one who got arrested because he ran foul of Ipoh's latest law: you cannot order a cup of tea and drink it around the State Assembly Hall ;-P) walked past in plain T shirts and jeans, carrying a stack of paper work. Missing is all the red carpet and kompang brigade treatment. He looked business-like and got down to work with minimum of fuss. At the other end, YB Wong May May was chatting to everyone and anyone freely and in a friendly, relaxed manner. Information flows smoothly.

“After the mass arrest in Ipoh, my mother asked me if I was afraid. I replied that if I ever got arrested for wearing black, I would be thankful as I can finally take a few days’ off work as things are piling up.”
I won’t argue with that, would you?

Najib's walk about ... some thoughts and whims

KUALA LUMPUR, April 25 — Three weeks after Datuk Seri Najib Razak went down to the ground to visit three localities in the heart of the city, the prime minister today sprung another surprise when he had a walkabout at the bustling Jalan Tuanku Abdul Rahman (Jalan TAR) and Puduraya here.


However, he was not happy with the congestion and the inefficiency of the public facilities during his one-hour inspection, according to Federal Territory Minister Datuk Raja Nong Chik Raja Zainal Abidin.


Najib, who was dressed casually in a brown shirt and beige pants, arrived at Jalan TAR, near Semua House at 3.20 pm, accompanied by Raja Nong Chik, his deputy Datuk M. Saravanan and Kuala Lumpur city mayor Datuk Ahmad Fuad Ismail

Aiyoyo.... Plaza Rakyat, traffic jam, lack of parking space .... these existed since the previous century. Are we suppose to feel "terhutang budi" for our PM to walk about in places where a million of us converge daily?


Better late than never but this is a damning evidence of DBKL's dismal failure. Have you ever seen the American President or the British Prime Minister doing the same thing in Washington D.C. or London? Where is the tangible return on my assessment, quit rent and parking fees?


We have been having longkang MPs and now we have a traffic jam PM! Malaysia have a bunch of civil servants that can be argued as unpatriotic as their failure to do what they are paid to do is making Kuala Lumpur a miserable capital city to dwell and work in. Let our MPs and DUNS focus on what they are suppose to do and not to become a mandur (supervisor of manual labour) unless these civil servants take it literally that they are kaki tangan only. I suppose their canteen should make otak-otak a staple dish.


Also, can the DBKL look into the vandalism as well as litterbugs and spitters? KL is disgraceful compared to Phuket. That little piece of land of wonderful sinners have very clean and tidy walkways - no litter, no damaged tiles and wonderfully lit.


I am all for huge fines, jail time or forced community service on these disgusting people. I once got into an argument with an old man who discharged a huge load of saliva onto the walk way of Pasar Seni. He enquired about the well being of my mother and egging for a fight until I indicated to him that he might not have the physical advantage and at his age, he should consider presenting himself as a right example. He walked away knowing he lost a fight (still concerning for the well being of my mother)...well fighting for the cleanliness of your country is also a form of patriotism, eh?

It was about 9pm when we reached Pusat Komuniti Ibu Kota Wangsa Maju where the town hall forum was being held. New mayor Datuk Ahmad Fuad is touring town meeting residents- the previous night it was Segambut constituency and tonight was Wangsa Maju's turn. No Pakatan Rakyat MPs are invited for this meet-the-residents series- but Wangsa Maju MP Wee Choo Keong turned up anyway. Since the election it is becoming a trend for KL MPs to be ignored, side-stepped or totally uninvited for official functions- so 'gate-crashing' is nothing new to this MP.

The majority of attendees were UMNO folk from various sections of Wangsa Maju. It was an eye-opener to listen to grievances of Wangsa Maju folk, but after an hour or so, the occasion got a bit repetitive and monotonous. I could sense the Datuk Bandar's aching ears. The good -gracious audience was falling asleep. The list of problems were the same- developer matters, land issues, parking woes, clogged drains, poor maintenance of public amenities, etc etc. A quick check in the waiting room saw drivers, security personnel hammering away on their own GameBoy/ Nintendo sets while waiting for their 'masters'.

Overall, the meeting was more of an UMNO meeting which could do better with fairer presentation from all races in Wangsa Maju.

Update: I heard that the Datuk Bandar later clarified these events were organized by his office people and he had no knowledge that the Pakatan Rakyat KL MPs were excluded from the town hall meetings held in their respective constituencies.

Jalan Alor and other old roads

What's the reason behind changing a road name? Frankly I can't think of any good reason really. In my opinion, roads, once named, should not be changed at all, unless the road is so physically different due to reconstruction maybe. Lately, the name change from Jalan Alor to Jalan Kejora baffles many Kuala Lumpur folk- what's the real reason behind this, only DBKL knows.

DBKL is doing a bad job at maintaining roads

KL has one of the worst roads in the list of Asean cities I've been. Even the KL city centre is plagued with potholes and perpetual road digging which never ends. No need to talk about Wangsa Maju- lived here for 9 years and the road conditions have never improved. My car have fallen in ditches a couple of times, due to lack of proper work-in-progress signages and no cordoning of dug-up roads plus bad street lighting.

DBKL should be skinned and eaten alive

Or should I just call them snakes? That would be appropriate considering they have no backbone, no particular use to humans except a deadly threat and whenever they are present all that is noticed is they breed contempt and disgust.



Have you ever felt a warm welcome when you see a DBKL officer? I doubt the answer is yes. Worst of all is the mainstream media seems to be a big supporter of DBKL.



On the 8.00pm news yesterday they featured the hawkers protesting in front of the DBKL building and as usual the one sided media only interviews the DBKL officer who has the nerve to say 'when we don't do our job they call us corrupt, when we do our job they complain'.



Hey BODOH, if you don't know how to do your job, step down. I'll do it for you!



If you don't do your job and get paid for not doing your job, like in petaling street where once the vcd vendor pays you off he can wave his whole collection of porn for sale in your face, and you wouldn't give a sh#t, have we not the right to call you corrupt?



When you go around writing tickets in unnecessary places, which I wrote about a little after the GE12, or start harassing people, you claim to do your job?



Seriously, why do we have DBKL except to harass our lives? These are gangsters who show no respect to the people, or the representatives of the people. I wish we were under the Selangor state just like in the good old days, at least they have the power to fire their MBPJ staff if they pull any hanky-panky like this.



I see it is an uphill task for any MP in KL to move any change because of these snakes who answer only to the tune of the pied piper, and the disgruntled ex-MP's who try to win our attention by introducing ideas so blatantly stupid that it is the joke of the town. Yes, I'm talking about the rat-catching for RM2.



In fact a friend was just asking me what to do with the 6 rodents she caught in her house. I told her to send it over to Wangsa Maju and collect her money, cos hey! these mice don't have registered addresses do they?



Yeap, I hate living in KL just because we have a bunch of IQ below 100 people who just love to disrupt our lives and play 'we are the big boss'. Hey, that's their job right? or so they claim.

DBKL KL Structure Plan 2020









Managed to visit the roadshow at Carrefour Wangsa Wangsa Maju. On display are DBKL's future development plans for Kuala Lumpur. The colorful maps with legends depicting the future plans caught my eye. I inquired about the current map ('as-is'), so that it could be compared with the 2020 plan. To know the differences I was asked to 'study the plan in detail'. I realised that even if I studied the plan is detailed I would not have a clear picture of what DBKL is going to change- that's because there is no comparison between current and future scenario.



And city folk are asked to write-in on concerns or protests?! How are we going to know what to protest if we don't understand the plans? It is going to take months to research and compare! I urge the MPs question DBKL- DBKL should make it clear in its roadshow on what is happening and what is going to happen, not just ask city folk to study the plans. What crap.

DBKL and the Ministry of FT are politicians- the only thing is the people running them aren't voted politicians



I was in Jalan Pudu this afternoon and had the chance to speak to a local petty trader. He lamented the fact that DBKL was there the whole morning till 1pm to thwart unlicensed petty traders. This is double standards- DBKL clamps down on local traders but takes no action on illegal immigrant traders. The reason given by DBKL that Jalan Petaling is a tourist area is not a good reason as DBKL need not always execute operations in a harsh manner- they can be more subtle if they want to.



Ministry of FT have no business commenting on the Thank You banners as it was not part of the discussion agenda. Saravanan, this is not a pre-election ceramah- cut the crap on whether DAP logos should be in the banners and start focusing on the real issues at hand. Where are the answers to our problems? Meanwhile my trash is still not collected yet.



The Ministry of FT and DBKL is missing the big picture- being failed to address properly structured straightforward questions from the KL rakyat; diverting to trivial matters such as Thank You banner design and personal attacks on MP. They do not know the meaning of election and the meaning of people power- we disagreed to a placecard protest because we thought our city-issues could be addressed in a more formal way but they are not. Out of the 12 questions Saravanan was most pricked on the immigrant-trader issue at Jalan Petaling. The rest of our questions remain unanswered satisfactorily or otherwise. The reason is obvious why DBKL could not take action on the matter. People aren't saying it out loud, but traders and hawkers know the DBKL code of conduct on the streets.

I think by now you would all have caught the Wangsa Maju's MP question of the week (posted every Friday):



Since DBKL is very inefficient and complacent, should the rakyat of Kuala Lumpur hold a peaceful protest in front of DBKL building at Jalan Raja Laut to give the Datuk Bandar as well as his shadow Datuk Bandar, the FT Minister, a wake up call that they are there to serve the rakyat and not behave as little napoleons?

All protests are peaceful until the water cannons start firing. Besides street protests- can we come up with other different forms of protest as well?



I know a protest right in front of the DBKL will be a good push to lobby for changes in law (Federal Capital Act 1960) and administration (abolish that Minister of FT post) relevant to DBKL. Look what Hinraf has contributed to the GE. Before we all 'contribute' let's wait and see... and take a step back to analyze the current facts and what's to come. As we all know the next 15th April marks the political freedom of Anwar. I'm confident the administration of this country will change as well and hence the DBKL.



Meanwhile I am not paying rates to DBKL- parking fines, assessment, etc. Let's squeeze out the DBKL coffers for starters. They can drag me to court but if you guys join in they can't drag over 1 million KL folk to court can they.

Massive tree-cutting at Jalan Genting Kelang

The massive tree-cutting exercise along Jalan Genting Kelang which has been happening the last couple of weeks, looks completed by now. This exercise carried out by DBKL drew concern from many Wangsa Maju residents including Wangsa Maju MP Wee Choo Keong. The MP took up the matter against DBKL, and here's his letter to DBKL published at his blogsite:

Dengan hormatnya saya merujuk kepada perkara yang tersebut di atas.

Untuk makluman pihak tuan, saya telah menerima banyak aduan daripada penduduk-penduduk Wangsa Maju bahawa sejurus selepas Pilihanraya Umum ke-12 diadakan, banyak pokok-pokok matang di sepanjang Jalan Genting-Kelang telah ditebang tanpa apa-apa notis.

Amatlah dihargai sekiranya pihak tuan dapat memaklumkan kepada saya dengan kadar seberapa segera atas perkara-perkara berikut:-

i) kenapa pokok-pokok matang tersebut ditebang tanpa pemberian notis awam dan ditebang selepas Pilihanraya Umum;

ii) sekiranya pokok-pokok matang tersebut ditebang untuk tujuan sesebuah projek, sila maklumkan secara terperinci berkenaan dengan projek tersebut seperti “nature of project”, syarikat mana yang telah diberikan projek tersebut dan nilai projek tersebut; dan

iii) sama ada pemberian projek tersebut telah diadakan secara tender terbuka dan sekiranya bukan melalui tender terbuka, alasan kenapa tiada tender terbuka dilakukan.

Saya berharap perkara tersebut di atas dapat diperjelaskan dengan seberapa segera supaya saya dapat memaklumkan perkara berkenaan kepada penduduk-penduduk Wangsa Maju sewajarnya.

A quick check at Jalan Genting Kelang during last weekend showed what happened:

It's a widespread assumption among local folk that the tree- felling exercise is the part of a road-widening project taking place at Jalan Genting Kelang/ Jalan Setapak. I'll welcome a road project that will ease traffic congestion in this area anytime; however, the town council has the right to inform the residents what's happening!

Kuala Lumpur should be state-governed

There are 14 units under the Ministry of Federal Territories- of which 3 are directly related to administration of state matters- DBKL, Perbadanan Labuan, Perbadanan Putrajaya. Kuala Lumpur is governed by the following statutory laws- Federal Capital Act 1960, Local Government Act 1976 and City of Kuala Lumpur Act 1971. The Federal Capital Act 1960 places the federal government in charge of the DBKL which is in turn in charge of Kuala Lumpur. DBKL inspite being a form of local government, is prevented by the Local Government Act 1976 to be governed like the state councils in Selangor and other states. S8 in the LGA 1976 provides that the FCA 1960 shall prevail should there be conflict in the law. This means, whatever happens (despite the outcome of national election results), the Federal Government still runs Kuala Lumpur.



The power of FCA 1960 is very noticeable especially in the following sections:



-S4 gives power to the King to hire and/or fire the Datuk Bandar. This is contrary to popular belief that the PM selects the Datuk Bandar but it is noted that the PM holds significant influence over the selection of candidates. The same section allows the King to sack or determine the serving period of the Datuk Bandar as well. If the Datuk Bandar is unfit to act in his capacity, subsection 7 says the Ministry of Federal Territory could take charge.



-S10 gives the Datuk Bandar veto power over the Advisory Board. The Advisory Board is a panel of advisers appointed to assist the mayor in policy matters. The Advisory Board members, by law, are appointed by the King, save a couple of members who could be appointed by the Selangor Menteri Besar.



-S13(1) allows the Ministry of Federal Territories to give the Datuk Bandar instructions 'from time to time' eventhough the instructions are inconsistent to the FCA 1960. Subsection 2 further states that the mayor reports only to Ministry and no one else. S13 very clearly vests power in Pak Lah to control Kuala Lumpur.



The laws are highly dictatorial and undemocratic- it dissallows the 1.6 million people in Kuala Lumpur to be represented by the people they elected. Down on the ground the DBKL is notorious for its questionable enforcement of city law and other dubious practices which the city folk do not hold high regard for. This includes non/little -disclosure of accounts, budgets and city expenditure and revenue. The public, especially the 1.6 million KL residents, will never know the actual usage of ratepayers' funds.



The DBKL has been a political clout of the government and will always be part of the Government's political agenda unless the Acts mentioned above are repealed. The elected MPs of Kuala Lumpur should jointly fight for the change in law so that the DBKL is returned to the people's hands. For the MPs, even in their own constituencies, it is an uphill task for the MPs to ensure the DBKL carries out the garbage collection function properly; maintain pot-hole free roads and so on. That's because the Datuk Bandar, according to the law, does not answer to the people nor the person elected to represent them.
