No funds for Opposition MPs
NEWS/COMMENTARIES
Friday, 10 December 2010 Super Admin

The full text of the article is pasted below and open up the current deputy prime minister and potential prime minister for public scrutiny.

My 2 cents worth is:

1) it's to hell with Najib's/APCO's 1Malaysia Rakyat Diutamakan Concept

2) the DPM has demonstrated his lack of intellectual capability by failing to note that all rakyat pay taxes hence going by his logic, people in opposition area should not be paying taxes too

3) he is openly and publicly admitting that he is ignoring his duty as the nation's second top administrator by marginalising the people in opposition areas in which contains many malays as well. How to reconcile this with his membela nasib melayu stance?
4) is this a thinly veil vote buying threat? no vote no money? would MACC and SPR want to study this situation?

5) does the DPM dare to reduce his salary by the percentage of PR area / BN area? Please take a 1/3 paycut, eh deputy?

ok, Malaysians, would you like an intimidator to lead the nation?

Won't be too surprise if some wise guy come up with something like this.........

---------------------------------------------------------------------------------------

The Star) - Tan Sri Muhyiddin Yassin has shot down a request that the Federal Government extend development funds to Opposition MPs.

The Deputy Prime Minister said the funds were only meant for small projects in Barisan Nasional MP’s constituencies.

“They use it to finance small projects, like roads.

“It is only allocated to Government MPs ... the Barisan MPs,” he said in a press conference after opening the 36th annual general conference of the Peninsular Malaysia Federation of Penghulu and Penggawa here yesterday.

He said providing the funds to Barisan MPs had been a practice of the Federal Government and there was no intention to extend it to Opposition MPs.

Muhyiddin was responding to a request from Selangor Exco Dr Yaakob Safari that the allocation be given to Opposition MPs as well.

Dr Yaakob, who was representing Mentri Besar Tan Sri Khalid Ibrahim at the function, said Opposition MPs should also enjoy the allocation as they were elected by the people.

“I would like to ask the Deputy Prime Minister to bring this matter to the attention of the Prime Minister’s Office.

“The Federal Government should be fair in its treatment including extending the allocation to all states ruled by Pakatan Rakyat,” he said when reading Khalid’s speech.

At this juncture, the delegates, numbering about 300, started to jeer Dr Yaakob.

He however continued reading from his text which criticised the Federal Government including the formation of the village security and development committee.

Muhyiddin said the Federal Government continued to channel development allocations to states that it lost in the 2008 General Election.

Selangor, for example, though it is already a developed state, the Federal Government still provides allocations.

“That is why we have Datuk Ghani (Salleh, Federal Secretary in Selangor) here to ensure the money is spent properly.

“The important thing is the rakyat benefits from the funds.

“If we channel it to the Mentri Besar, I wonder how he would spend it,” Muhyiddin said.

2011 Election Budget

The 2011 budget is definitely an election budget (tell me something we all don’t know)

If you look at the 2010 budget, after years of consecutive budget deficit, the Prime Minister in his maiden budget announced a reduction in total spending.

"Najib mentioned about expenditure would be decreased by 11.2% "

A year later, he maintained the flip flop nature of his administration and proposed an increase of 2.8% instead, with a dismal 23% for investment/future while RM162.8 million or 77% for operating expenditure (i.e. just for day to day operations).

Is there a wavering of resolve to reduce national debt? Is this an allocation for maintaining the status quo or bringing about profound and fundamental changes that can benefit all?

From the enormous, ad-hoc and probably budget overrun causing spending spree in a series of by-elections, the cheque book administration reveals itself again. Get ready for a snap election!

Other commentators would have pointed the obvious like the sudden hike in payouts to civil servants etc. I am trying and hoping to write about the less obvious here.

The Sun provides a detail list of budget announcement here.

http://www.thesundaily.com/article.cfm?id=52947

There is no fundamental structural change, obviously. Plenty of mega projects and for countless time, “private investment” or “private funding” is mentioned.

If you look at the existing modus operandi of “private investment” that we have Ahmad Zaki Berhad as the classic example.

It probably consist of 1) direct negotiation and award without calling for open tender and 2) the few good men (or the chosen ones).

The GLCs would probably get some bank loans and ultimately the frugal, the savings-conscious, retired and suffering Malaysians will bear the default risks arising from cost overruns, white elephants, delay in completion, continuous repair cost in the form of lower interest rates.
These bank loans to GLCs in substance another form of national debt; financed by our hard earned savings as well as the gap between the housing loan interest rates paid and the savings and fixed deposit rates received in return.

What caught my eyes too is this ambiguous statement:

* The implementation of the 12 National Key Economic Areas (NKEA) to generate investment exceeding RM1.3 trillion and create 3.3 million jobs

Sounds impressive until you look at it again:

http://en.wikipedia.org/wiki/Jobs_created_during_U.S._presidential_terms

In 1997-2001 Bill Clinton's administration created 11.2 million jobs in the United States, worked out to be approximately 2.8 million jobs per annum for a population of close to 300 million
http://www.google.com/publicdata?ds=uspopulation&met=population&tdim=true&dl=en&hl=en&q=population+of+united+states

How Malaysia with a population of 27 million can take in another 3 million new jobs perplex me.

If 50% of Malaysians are working then that is about 13 million working Malaysians so where are we going to find additional 25% of that number…more foreign workers?

No, there is a statement here”* Govt will continue to reduce the number of foreign workers by increasing in stages the levy according to sector. “

Typical example of long-on-rhetoric-lacking-in-details governance by sloganeering, from "Wawasan 2020" to "Work With Me" to "1Malaysia, Siti Inshah Diutamakan, BTN Didahukukan"

Of course central to the effort to please the business community and rakyat is....

1. Reinvigorating private investment;

Privafe-public partnerships
* In 2011, private investment is estimated to expand 12.5% to RM86 billion

Without addressing the continuing deliberate provocative actions base on racial lines, from Shah Alam Cow Head incident, to church bombing, Perkasa, BTN, racists headmasters etc, by ignoring the concerns expressed candidly by foreign investment community (ask the DPM about his comment on PERC report), I wonder where would RM86 billion private investment will come from.

If you look at the graph below, FDI is about RM25 billion (base on 2008, not 2009 numbers), so is the rest from EPF, our savings rechannelled as bank loans? The Prime Minister better explain whether he is budgeting for attracting foreign investment or mobilizing Malaysians' tax money or savings.

Or he is adding up "hot money" that comes in and out of the stock market short term basis?

To successive BN administrations, development means more and more construction projects - Putrajaya, KLCC, Matrade, KLIA, PKFTZ and Cyberjaya. Big on hardware but the multiplier effect that trickle to the rakyat is oblivious while only benefiting the developers, contractors, hardware suppliers and foreign construction workers probably. Where is the sillicon valley of Malaysia we were promised with Cyberjaya?

This budget is more of the same, only bigger, with

Another landmark development is by Permodalan Nasional Berhad — Warisan Merdeka, expected to be completed by 2020. Comprising a 100-storey tower, the tallest in Malaysia, it will retain Stadium Merdeka and Stadium Negara as national heritage. The total project cost is RM5 billion, with the tower expected to be completed by 2015.

PNB, by its name, is The Nation’s Capital Ltd. Compared to this little allocation below, where is the “People First” rallying call?
* Govt to allocate RM350 million to combat crime, including burglary, motorcycle and car thefts as well as promoting safe townships and Voluntary Patrol Scheme in high-risk areas. An additional 25 special courts to be established to expedite prosecution.

After viewing some of these excruciating websites, tax payers should ask where our money should go to. For me certainly not to another major non-open tender project to be located in the traffic jam part of Kuala Lumpur.

http://crimewatchklangvalley.wordpress.com/

http://malaysiacrimewatch.lokety.com/pregnant-woman-dies-after-snatch-theft-attack/

A 31-year-old pregnant lady .....attacked by two men on a motorcycle on Sunday. Jamilah Selamat suffered head injuries after falling from her motorcycle and died at the Sultanah Aminah Hospital at 7.30am.

Conspicuous by its absence is a discussion on Petronas fund disposition, apart from a small disclosure that “Petronas to implement regasification project with RM3 billion investment in Malacca, which will be operational in 2012.”

This is pertinent because the Prime Minister mentioned that the increase of allocation by 2.8% can be financed by forecasted revenue increase by 2.3% and since Petronas form a significant source of revenue, there should be more disclosure. The again, is it not to convenient to talk about Petronas after Pakatan Rakyat query the soundness of 2010 budget?

http://www.sun2surf.com/articlePrint.cfm?id=41322

Anwar's motion to discuss drop in Petronas' revenue rejected

At least BN is admitting the once proud standard of English needs drastic repair measures

* RM213 million allocated to enhance proficiency in Bahasa Malaysia, strengthen the English Language and streamline the Standard Curriculum for Primary Schools (KSSR). Govt to recruit 375 native-speaking teachers including from the UK and Australia to further enhance teaching of English

But seriously, why not spend the money selecting and training competent local teachers to teach English and are you sure the Brits and Australians relish working in rural areas all over Malaysia? This does not sound like a practical and comprehensive approach to me.
* Service tax be increased to 6% from 5%. Service tax be imposed on paid television broadcasting

RTM is probably losing its appeal given its content compared to Astro. Given the lop-sided coverage in its news, perhaps many have turned off RTM. I suppose this is to compensate the loss of revenue in RTM?
By the way, there is no disclosure of the development plans following land exchange for Malaysia's rights to the land leading to Tanjong Pagar train station. Any more hidden national debts? Probably we have yet to finalise development with Singapore authorities, perhaps so probably a supplementary budget will come in and jack up the expenditure again.

What I do like to see but missing is substantive restructuring of the existing economic structure
which would address the raising cost of living issues.

Get rid with layers of rent seekers in IPP, AP holders, profit guarantees for toll operators; and also to regulate property speculation, combating corruption.

The MACC Act empowers our legal system to recover ill-gotten gains but we never manage to see any result from this. Why not incorporate this aspect to our budget - recovery of ill-gotten gain (now THAT would be a proper election gimmick ^^)

This budget is a continuation of top down, centralized allocation which marginalize the power, potential and autonomy of state governments and reflective of the Malayan Union structure which UMNO itself opposed years ago.

State governments and voters of state assembly seats continued to be marginalized and excluded when it comes to decisions pertaining to how tax and custom revenues are allocated and managed.

After all that is said and done, we tax payers never, ever get a report on how the actual revenue and expenditure fared against the previous year's budget. Every proper company exercises budgetary control. While successive UMNO Prime Ministers showcase the budgets presented, we never know how the well the promises were kept, how much or how little of the original targets have been achieved and explanations for such shortfall.

It should be fair for rakyat to demand a session for the PM to tell us actual vs budget before presenting the budget for the forthcoming year, otherwise the annual budget speeches are turning into an annual fairy tale telling without accounting for what actually transpire.

Footnote:

Tony Pua posted this where the actual vs budget for the past 10 years was disclosed:-

http://tonypua.blogspot.com/2010/10/budget-2010-government-failed-to-keep.html

My thoughs posted at comments is as follows:
Dear Tony,

some thoughts to share with you here:

the worst overspend years are 2004 11.3 bil/14.1%; 2008 22.2 bil/17.2%; 13.9 bil 10/1% with total budget increasing from 80 in 2004 to 129 in 2008 and then 138 in 2010

for 2004 and 2008 are election years while 2009 is buy election year...so normally in vote buying season, budget will overrun

the smallest overrun of 3.9% was achieve in 2009; only because it had the biggest budget for them all 154.2; triple the size of 2000...how the hell did we need 3 times the budget to run a gomen compared to less than 10 years ago...my wages did not increase 3 times from 2000 to 2009
remember, Najib promised to cut deficit in 2010 budgetspeech and yet, he spent 152 bil i.e. about the same as the biggest budget for the past 10 years, i,e, 154.2 of 2009 budget

the question is why in 2009 there was a huge budget? is it for sloganeering for new PM, and also to pay off the out going PM who incurred the biggest election loses in BN history (and probably did not lost too much sleep over it)

Vote Barisan Nasional for development, opposition can't administer

Barisan Nasional has the experience of managing the country and a vote for Barisan Nasional is a vote for development.
This is always the general or by- election rallying call dish out by Barisan Nasional time after time.
And we have this gem from our deputy Prime Minister earlier during the year
Muhyiddin says PERC report is nonsense
Published on: February 11, 2010 at 01:30 AM

By Asrul Hadi Abdullah Sani

KUALA LUMPUR: Deputy Prime Minister Tan Sri Muhyiddin Yassin has described a regional political risk consultancy report which said Malaysia was veering towards instability as “nonsensical”.

Muhyiddin said that the Hong Kong-based Political and Economic Risk Consultancy (PERC) must be “talking through their nose”.

“I don’t think we need to react to all these nonsensical reports coming from those who know nothing about the country.

“Maybe those guys are sitting at a table somewhere in a remote corner of Hong Kong.

“They have to come here and we will be happy to bring them down here and see what is stability, what is security, what is war, what is trouble,” he told reporters today after a function at Felda headquarters

------------------------------------------------------------------------------------------------

Ok we Malaysians can be numbed to the occassional idiotic Wakil Rakyats like Bung Mokhtar, Ibrahim Ali who really come up with insults of intelligence, but the above statement comes from the Deputy Prime Minister cum Education Minister. He is suppose to the the one in charge if the Prime Minister is incapitated or not in Malaysia. He is also suppose to be heading the education system in Malaysia.

Fine, going back to Barisan Nasional having the experience and whatever, it is interesting to note that the DPM's background included the following:

http://zakiahnaim.blogspot.com/2009/03/tan-sri-muhyiddin-yasin.html

ANGGOTA PENTADIRAN KERAJAAN / JOHOR DAN PERSEKUTUAN:

1. Setiausaha Parlimen Kementerian Luar Negeri (Mulai Julai 1981).
2. Timbalan Menteri Wilayah Persekutuan (Mulai Mei 1982).
3. Timbalan Menteri Perdagangan dan Perindustrian (Mulai Jun 1983).

4. Menteri Besar Johor (Mulai 13 Ogos 1986 hingga 6 Mei 1995).
5. Menteri Belia dan Sukan (Mulai 7 Mei 1995 hingga 13 Disember 1999).

6. Menteri Perdagangan Dalam Negeri dan Hal-Ehwal Pengguna(Mulai 14 Disember 1999 hingga 12 Januari 2004).

7. Menteri Pertanian (Mulai 13 Januari 2004 hingga 21 Mac 2004).
8. Menteri Pertanian dan Industri Asas Tani 22 Mac 2004 hingga 2008).

9. Kementerian Perdagangan Antarabangsa dan Industri(Mulai 19 Mac 2008 hingga sekarang).

The ones I highlight in bold suggested that he should have experience in commercial, industry, finance, investors and international relationships. He should be a well-groomed, with loads of experience gained from office paid by the tax payers of Malaysia.

He has a moral and professional responsibility to utilise his experience and his position to make life better for Malaysians and I fail to see how dismissing international opinion can serve Malaysians' purpose.

Most commonfolks can utter the sentence that "cusotmer is always right" and whether he agrees or disagree with PERC , what is important is how the international community evaluate the report.

If the rakyat feeding him have to put up with daily conflicts and human relationship issues while making ends meet and paying taxes, what is so special about Muhyddin that he can be arrogant enough to offend people that could help create jobs and employment opportunities in Malaysia?

The DPM, secured in his source of livelihood, now has his words back to haunt Malaysians in general with these 2 famous statistic now.

While FDI in whole of SEA has dropped, Malaysia's >80% decline suggest the decrease is not only due to cyclical reasons. We account for less than 5% of the total share in SEA and we lost out to Indonesia and Thailand by more than 4 and 5 times respectively.

We have the better grasp of English, a more investor friendly set of investments rules and tax legislation compared to those 2, longer tradition of opening up our shores for large scale modern international business and under the Najib/Muhyddin administration, our track record has regressed significantly and is here for all to see.

Mahatirism with its controlled press and strangulation of dissent has given birth to generations of politicans incapable of responding to intellectual challenge and a fallacy now that international press can be ridiculed and dismissed as easily as local sources. Look at the recent actions against Roket, Suara KeAdilan and Harakah

"People First and Performance Now" sounds extremely hollow and akin to rallying call of a used car salesman.

With the price increase thrown in? Undilah Kerajaaan Barisan Nasional

Pakatan Rakyat's campaign for PRU13 is up and running well

I chuckled when I read this

Muhyiddin: All can form own ‘Perkasa’
By Yoges Palaniappan
July 13, 2010

KUALA LUMPUR, July 13 — Tan Sri Muhyiddin Yassin said today that anyone was free to form an association, including Chinese or Indian versions of the Malay rights group, Perkasa.
“We can have Chinese Perkasa and even Indian Perkasa,” he said today.

He said that it was an individual’s right to form an association and it was acceptable as long as it was formed with good intentions.

“The government does not stop anyone from forming a body,” he told reporters after officiating the second Asean School Games at Kuala Lumpur Football Stadium today.

Muhyiddin was responding to reports quoting MCA vice president Datuk Donald Lim as suggesting the formation of a “Chinese Perkasa” in response to the Malay rights group’s strident rhetoric and race-based demands.

Perkasa has grown from a one-man cause to include thousands of Malays who feel disaffected by proposed economic reforms that Prime Minister Datuk Seri Najib Razak wants to use to turn Malaysia into a high-income nation for a plural society.

It has managed to influence Najib into continuing with an affirmative action policy for Bumiputeras, despite having signalled that his New Economic Model (NEM) is for all Malaysians, under his 1 Malaysia concept.

Ibrahim has used Perkasa to form an umbrella body called the Malay Consultative Council (MPM) and has received the support of former prime minister Tun Dr Mahathir Mohamad.

Perkasa’s demands for what it says are Malay rights has caused unease among some non-Malays, as well as moderate and liberal Malays who see the group as racist.

Muhyiddin said today Perkasa was not funded by Umno, but by independent Pasir Mas MP Ibrahim Ali, who “might want to fight for Malay rights”.

He said that when forming an organisation, individuals must take into account the country’s best interests.

An organisation cannot be formed to attack one another. It must have a common interest which appeals to the majority of people” he stressed.

MCA leaders yesterday distanced themselves from Lim’s suggestion, pointing out that it was his personal view.

Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz has called Lim’s suggestion “ridiculous,” saying a Chinese Perkasa would only fan racial tension.

He said earlier today that Lim’s call also did not gel with Najib’s 1 Malaysia concept.

-------------------------------------------------------------------------------------------------

Now we know, a vote for Barisan Nasional is a vote for DPM's argument above. What makes him think that there are many Malaysians of various races have the same kind of gutter racist mentality like Ibrahim Ali who can only repeatedly yelled "don't talk shit" at Al Jazeera - a great showcase of Malaysia to the world? Zainuddin remembered.

I take this as an insult to Malaysians' mental capacity.

I made this for Ibrahim Ali, hope he likes it

Najib's continuing silence does not make him look good. He has let some racist outsiders who know very much less than the authors of the NEM to overwrite a potential legacy builder. He also let his number 2 openly revolted against him and trampled all over his much touted rallying call to the nation and not to mention a substantial investment of tax payers' money.

Perkasa is allowed to run riot by Najib administration and I hold Najib administration responsible for the environment we live in. Under Najib's watch, we have broken new grounds:

1) death of Teoh Beng Hock and subsequent disgusting attempts to frustrate justice; and until today, just what was the corruption case MACC was working on?

2) Malaysia has experience religious terrorism for the first time; and at the rate it's going, I doubt that anyone will be found guilty

3) first time I see a Finance Minister messed up a Bursa Malaysia announcement (and subsequent non-enforcement of penalities under the listing rules) and how well this fit into our effort to promote foreign investment, corporate governance and credibility of our finance industry is anybody's guess

4) power grab in Perak and the subsequent usage of various statutory machinery and facility to frustrate the democratic process (including physical harming of an innocent tree)

Well, the voters and tax payers can enjoy the road show and, if only the implications are not so deadly serious, we can laugh it out but our future, security, welfare and livelihood and our children's same are at stake. When Idris Jala said by 2019 Malaysia will go bankrupt, I think the omitted first part of the sentence should be "IF MALAYSIANS ALLOW THE PRESENT ADMINISTRATION TO CONTINUE...." well not said, chaps.

Give us a chance, PM asks Chinese

It seems that BN administration is banking on ruling by propaganda and advertising. From Mahathir's "Bersih, Cekap dan Amanah", to Badawi's "work with me not for me" and now Najib's "1Malaysia"

I remember this Malay proverb "Jangan ibarat ayam bertelur riuh sekampung"

If you are doing the right things, you need not advertise, we rakyat and tax payers can feel it ourselves.

Right now, what register in my mind is Malaysia getting unsafe, our purchasing power is threatened by rising prices (such as petrol, electricity etc) as well as a sense of dread on the impact of GST; as well as the constant accusation and name calling of non-Malays as pendatang, beggars, prostitutes and "certain irresponsible parties"; deflecting citizens claim for civil rights by calling such initiative as threatening one race's right, here is a gem of a plead that would nearly made me puke.

'Give us a chance’, PM asks Chinese

Since I am a "Chinese" (I prefer to call myself Malaysian) then I am entitled to respond since Najib asks me.

For us to trust UMNO and Barisan Nasional, we look at deeds and we look at the substance expressed by UMNO and BN. The actions and words must be consistent but it seems even Najib's No. 2 can be seen to be contradicting himself.

Muhyiddin under fire
21 Apr 09 : 8.00AM

FOR the week of 13 to19 April 2009, the Chinese media focused on Deputy Prime Minister Tan Sri Muhyiddin Yassin's controversial statement about the Chinese Malaysian community; reactions to the increasingly racist slant in articles published in Utusan Malaysia; and a Media Prima directive concerning the Altantuya Shaariibuu case.

Muhyiddin: BN has united the various races

PORT DICKSON, Oct 5 — Deputy Prime Minister Tan Sri Muhyiddin Yassin said the government will not allow any quarter to disrupt racial unity in the country and will promptly act against those who played up sensitive racial issues.

....................

"In BN, we want to focus on fostering racial unity. Alhamdulillah, the racial ties have been forged. If there are people who use racial issues to stoke anger and hatred, and thus create problems, we have the Sedition Act to deal with them so that they don't simply play up such issues."

Yeah sure, I am sure the Nasir chap, heroic Ahmad Ismail, Perkasa, Gapena and the jolly group of racial centric believers have their own opinion about the above as well and I would very much like them to publicised a holistic presentation of their nation building concept.

p.s. UMNO's sincerity might be assessed via this disclosure.

UMNO AGM 2009 #1

http://thestar.com.my/news/story.asp?file=/2009/10/14/nation/4902256&sec=nation

Wednesday October 14, 2009

Najib: Umno looks after the welfare of all Malaysians

PUTRAJAYA: The time has come for Umno to be the main political party looking after the interests of all Malaysians, and not only the Malays and bumiputra, Datuk Seri Najib Tun Razak said.

This, he added, was in line with the 1Malaysia concept of “People First, Performance Now” that was gaining acceptance from all the races.

“I think we have come to a stage where Umno is seen as a party which looks after the welfare and well-being of all Malaysians,” he said.

______________________________________________________________

Nice words, Prime Minister. Let’s see if there is any proof in the pudding.

Let’s look at how the previous 2 prime minister did when compared to their slogans.

Dr. MahathirBersih, Cekap dan Amanah

Prominant legacy of Mahathir's time is:

* 1988 Judicial Crises
* Lingam Gate
* Perwaja scandal
* Declining university ranking
* Proton car that is complacent, uncompetetive, inefficient, overcharging and passing on all that to debt-bearing and interest paying Malaysians (while the Thais cruise intheir Toyotas)
* Declining strength of the Malaysian Ringgit

Badawi – “Work with me and not work for me

The most memorable results from his premiership is probably

*his wedding,
*Siti Nurhaliza’s wedding,
*an expensive space tourist
*even more money splashed on a certain port facility near Bak Kut Tech Country
*his rushed legacy that created MACC of Teoh Beng Hock fame.

I certainly did not work for the above!

I hope the new Prime Minister buck the trend and can live up to the nice words. Here is a gentle reminder of his priority:-

Malays to remain government’s priority, says DPM

http://www.malaysiainsider.com/index.php/malaysia/34771-malays-to-remain-governments-priority-says-dpm

KUALA LUMPUR, Aug 10 — The government will give priority to Malays in whatever programme it carries out, assures Deputy Prime Minister Tan Sri Muhyiddin Yassin.

Hope the big 2 decision makers can clear the air for us tax payers because I am fed up of all these contradictions

You are not alone, Pakatan

Recently, Pakatan entertained and bemused us; while BN is more than delighted to highlight the recent spats of disagreement between PR components. From the piggy thingy up north to the intoxicating booze in Shah Alam, disagreement between a few people in Pakatan have been declared as solid evidence of imminent break up in Pakatan Rakyat.

I suppose Malaysians have been long exposed or limited to the "BN formula" - perpetual harmony and agreements between component parties. Sure, easy to achieve if you have a big brother and obedient followers.

Today, in the Sun, these 2 articles make interesting reading....Badawi once coined the term "little Napoleons"...and here is a prime example:

http://www.sun2surf.com/article.cfm?id=36692

DG defends principal's move not to allow PTA meeting

PETALING JAYA (Aug 9, 2009) : Education director-general Tan Sri Alimuddin Mohd Dom today defended the decision by SMK Sri Hartamas not to allow its PTA to hold the EGM.

"A PTA cannot hold an EGM without the permission of the school head," he told theSun when contacted.

"In the case of SMK Sri Hartamas, the principal as the PTA advisor did not encourage the EGM because the agenda of the meeting had nothing to do with educational development.

"The teaching and learning of Science and Mathematics in English (PPSMI) to the new policy named Upholding Bahasa Malaysia and Strengthening English (MBMMBI) is final. is a policy matter which has been decided by the government. It is a non-issue."

"There is no point to discuss it further. It is just a waste of time. The principal’s decision was right and according to procedure," he said

A Tan Sri in charge of educational matters deem that tax payers should not be allowed to talk about policies decided by people paid by them and require their votes in a few years' time. For goodness sake our children are going through all this and we as parents, can't even have a meeting to talk over it?

Yeah right, it is just like a Bursa officer telling off shareholders not to talk about Board of Directors' performance in an Annual General Meeting. Someone I know in the educational line is of the opinion that our children's future is politicalised away.....

So what does the Education Minister Cum Deputy Prime Minister Cum possibel future Prime Minister have to say about this and show his leadership?

http://www.sun2surf.com/article.cfm?id=36673

Meanwhile, commenting on reports that the education department had withdrawn permission for the SMK Sri Hartamas Parent-Teacher Association (PTA) to convene an extraordinary general meeting (EGM) to voice their opposition to the reversal of the policy to use English as the medium of instruction for science and mathematics, Muhyiddin said the department officers should not have done as such.

"We are quite open. They (the department) should not overreact. I am sorry. I apologize. I think it is not fair (to withdraw the permission)," said Muhyiddin, who expressed the hope that department officials would not do such things in future.

Sorry it won't happen again?

Why not tell the errant officer to apologise to the parents and offer his cozy office to let the parents hold the meeting there?

It seems that the stand is, "yes, even if civil servants are in the wrong, they cannot be held accountable and I hope the same thing won't happen again". As the Education Minister, surely Mister Muhyiddin has more say over the conduct of officers under his department, right?

And compared to pigs and beer, surely educational matters concerning our children and the future of the country is worth deliberating over, right?

And to improve education standard, surely civilsed exchange of ideas would contribute to it, right?

If a civil servant is found guilty of error of judgement and action but no action is taken against him or her, would this not encourage him or her to repeat this behaviour, rather than "hope it won't happen again"?

I rest my case.

Richard Scudamore: Manchester United are not allowed to play promoted sides in 2009-2010 season onwards

Breaking news!
Richard Scudamore: Manchester United are not allowed to play promoted sides in 2009-2010 season onwards

Richard Scudamore, Barclays Premier League Chief Executive, said, “ in view of the dominance of Manchester United over the past 3 seasons, we feel that they must give a handicap to the other teams so that the others will have a chance to vie for the league title. We cannot risk the re-occurrence of the football hooligan culture of the yesterdays if the likes of Liverpool, Arsenal and Chelsea cannot win the title for extended period of time. Also, we are considering banning United from the League and FA Cups competition to avoid a clean sweep by them.”

Sir Alex Ferguson, Manchester United’s manager, understandably was not impressed. “Bollocks! Bollocks! When Chelsea seemed unbeatable 3 or 4 seasons ago with the terrific financial backings, we worked hard and manage to overcome them. Fair competition promotes better performance.”

It is understood that the proposal is still under consideration.

The above was entirely fictional and the more I read it, the more stupid it seems. This can’t be happening in the real world, can it?

Govt likely to put cap on number of papers taken for fairer PSD selection
PUTRAJAYA: Students sitting for the Sijil Pelajaran Malaysia examination may not be allowed to take as many subjects as they like in future.

This is to put an end to claims on unfairness in the award of Public Service Department scholarships.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said that, as things stood now, students in government schools had no limit on the number of subjects they could take, meaning that those from other schools, like fully residential ones, were “disadvantaged”.

I rest my case. NEP has the inevitable opportunity cost of arresting progress of the best and brightest hence resulted in significant brain drain in the past. While NEP has its merit, there must be a sell by date for everything.

Najib's era - Re-emergence of Mahatirism or Pak Lah-ism?

Barely a week after Najib's rousing "1 Malaysia, People First, Performance Now", we have his uncontested deputy giving a brilliant interview with Mingguan Malaysia.

This is what Muhyiddin said:

Calling Chinese ungrateful is uncalled for. The Wakil Rakyat assuming the Education Minister post should bear in mind that his official perks come from tax payers' money and he has a fiduciary duty to administer and allocate the money well for the benefit of ALL Malaysians. There is no "budi" involved as the money did not come from his own kocek. It is a job, a noble one. If you can't stand the heat, get out of the kitchen (and leave the cookie jar too).

Some people wonder if with Najib, Mahathirism would re-emerge but we are starting off this era with Pak Lah-ism - the top man says nice things while the subordinates run around voicing otherwise. Najib would do well to ensure consistency throught out his team.

Please-lah, DPM, Malay voters like humble politicans, so do Chinese. In order to win back their support, sit down and find out. They are a sensible lot and quite clear with what they want.

Ong Tee Keat is fine with that interview however, I was told.
